Risks and uncertainties cloud rates outlook for 2017

 

  • The US Federal Reserve ended 2016 on a hawkish note, raising rates and noting US economic strength.
  • Although markets are expecting growth to accelerate in 2017, a lot remains uncertain, from fiscal policy to international relations.
  • Other factors may also act as a headwind to rising US rates, such as overseas demand for US bonds.

 

Could both the economy and government policy be at an inflection point? The US Federal Reserve (Fed) prompted this question by raising rates in December and boosting its expectations for rate hikes in 2017. As the year begins, it’s worth reflecting not only on the Fed but also on the wider outlook for US interest rates. US economic growth could accelerate this year: consumer spending is growing at a healthy pace; manufacturing surveys, a leading indicator of the economy’s health, have ticked higher in recent months; “animal spirits” have awakened since the election, as seen in the stock market’s rise.

 

If optimism translates into additional economic output, both GDP growth and consumer price index inflation could move above the 2.0% to 2.5% baseline expectations. That would lead to higher bond yields and ultimately a more hawkish Fed. Short-to-intermediate US Treasury yields is now at levels not seen over the past five years.

Coalition Against Insurance Fraud: Dodging auto premiums should be crime

Lying about garaging vehicles burdens honest drivers

 

Summer driving season is in full swing. It’s a reminder that dishonest drivers are illicitly registering their vehicles in states where premiums are lower. The Coalition is calling for states to go after these drivers.

 

Using out-of-state addresses to insure a car illegally reduces the driver’s auto premiums. It also burden honest insurance consumers who insure their vehicles with their real address. They may pay higher auto premiums thanks to drivers who cheat the system.

 

North Carolina was the first state to tackle this issue by requiring new insureds to show proof of residence before an insurer could write a policy. Out-of-staters were registering their vehicles in North Carolina for the lower auto premiums.

 

North Carolina recently went a step further and put more teeth in the existing law. Trucking firms are falsely registering their fleets in the state yet have no operations there. The new law requires businesses to prove they ply the roads in the Tar Heel state.

 

Falsely registering vehicles in New Jersey is a specific insurance crime.

 

The Coalition seeks a similar law in New York. Bills have stalled, though we and our partners there are planning to reboot in 2017.

 

A Maryland bill would’ve let insurers rescind policies of drivers who falsely registered their vehicles in the state. The state held a public meeting. An insurer told about a claimed loss in Maryland by an insured who lived in New York — where the insurer doesn’t write coverage. The insurer paid the claim to avoid a baseless yet potentially costly bad-faith suit.

 

The statehouse will revisit legislation in 2017.

 

The Coalition strongly supports targeting auto rate evasion. Tough state laws can remove a driver’s incentive to take the risk.  Consumers who lie about where they drive to lower their auto premiums add burdens to the many thousands of honest drivers. This undermines the integrity of the auto-insurance system.

 

Fraud fighters have taken the forefront on this issue. Stay alert to auto-premium evasion in your state. Tell the Coalition and your state insurance department. Falsely registering a vehicle should be a ticket to jail, not an easy source of summer spending money.

Here’s just how a new ransomware family gets advertised on the forums where cyber criminals come to do their shopping.

 

Enter the new Stampado ransomware

 

You may not have heard of it, yet, but the odds are that it will soon be all over the news.

 

Stampado is a new ransomware family promoted through aggressive advertising campaigns on the Dark web.

 

Its creators are probably aiming to appeal to as many buyers as possible by pricing it well below their competitors in the ransomware-as-a-service market: just $39 for a lifetime license!

 

The sales pitch is straightforward and very enthusiastic:

 

“Newest Ransomware in market!”

“Stampado Ransomware”

———————————

“You always wanted a Ransomware but never wanted two pay Hundreds of dollars for it?

– This list is for you!

——————————————————————————————————-

“Stampado is a cheap and easy-to-manage ransomware, developed by me and my team.”

 

“It’s meant two be really easy-to-use. You’ll not need a host. All you will need is an email account.”

 

The rest of the ad follows the same approach.

 

The basic details provided in the advertisement indicate that Stampado has roughly the same functionality as CryptoLocker and other similar ransomware.

 

Another part of the advertisement emphasizes the flexibility that Sampado offers:

 

“The file can be sent in the following formats: exe, bat, dll, scr, and cmd.”

 

You can also use binders, packers and crypters (although it’s FUD – do NOT send it to VirusTotal or other online AV sites because they distribute it to AV companies – even when they say that they don’t. Prefer scanning yourself).

 

Once if infects a computer, Stampado will add the extension “.locked” to all kidnapped files.

 

Here is a printscreen of the cyber criminals’ ad on the Dark web, which underlines the key benefit:

 

“Price is ONLY $ 39 for LIFETIME LICENSE!”

 

 

Taking it one step further, the creators behind Stampado have even uploaded a presentation video to Youtube, showing it in action.

 

- Stampado doesn’t need administrator privileges to infect computers (most ransomware don’t need system permissions to encrypt the data)

- It gives the victims 96 hours to pay the ransom

- And it includes an additional social engineering trick: if the ransom isn’t paid, Stampado will delete a random file from the victim’s PC every 6 hours.

 

Although we know it’s wishful thinking, we can only hope that this ransomware family won’t spread to affect too many users. Unfortunately, given the details we just mentioned, the opposite might just happen.

 

The wisest thing that any user and organization can do is understand how ransomware acts and spreads, going beyond data encryption.

 

Once you’ve finally had that “a-ha!” moment, you’ll understand why anti-ransomware protection is important and why data back-ups are a must-have!

Dr. Richard Isaacs: Kaiser’s summer internship program

 

Kaiser’s summer internship program gives high school students a chance to see if medical field is right for them

 

Valley High School senior Faith Allison thought she was interested in cardiology when she started a paid internship at Kaiser Permanente’s South Sacramento Medical Center this summer, but she liked the variety she saw in trauma.

 

Luther Burbank graduate Melany Caldera figured “you can’t go wrong with health care,” but she got dizzy every time she saw blood. Human resources, she likes.

 

The idea behind the Kaiser internship program is to give underrepresented and low-income students a close-up view of the career promise of health care before they make a career choice. A comprehensive program that focuses on careers in demand, it can also serve as a pipeline for future Kaiser employees.

 

“It’s really important for people who have an interest to see their destination before they begin their journey,” said Dr. Richard Isaacs, physician-in-chief at Kaiser’s South Sacramento hospital. “Our hope is they will go back to their own community with a better idea of what they can and want to do.”

 

The Summer Youth Employment Program is one of the community benefits Kaiser offers in exchange for tax-exempt status. There are 215 participants in Northern California this summer, about 30 in the Sacramento area.

 

Eleven high-achieving students were selected from 150 applicants for internships at Kaiser South Sacramento.

 

The full-time program runs for eight weeks. Students do workshops, projects and rotations in departments, meet weekly to share information — and get paid $8 an hour at a time when many high school students have trouble getting a job.

 

Other local health systems offer internship programs for high school students, too. But most are unpaid.

 

“Any organized professional experience we can expose young people to — and high school seems to be the focus now — can pique interest in and provide direction for college and medical school,” said Scott Seamons, regional vice president of the Hospital Council of Northern and Central California.

Symptoms

 

You worry about everything, big things, little things, imaginary things

 

You are afraid of making mistakes

 

You find it hard to make decisions

 

You feel nervous for no reason

 

You feel dizzy or weak or tired

 

You imagine the worst

 

Your body is tense

Three False Solutions

 

  1. You visit your doctor and get a prescription for some anti-anxiety medication. After a few weeks, you feel calmer.

 

However, you dislike adding chemicals to your body. You don’t want the side effects. You hate needing a drug for your happiness.

 

  1. You visit your local bar or liquor cabinet. After a drink or two you also feel calm.

 

Alcohol has the same disadvantages. You worry about your liver or alcoholism. You hate hangovers. You wish your happiness did not come from a bottle.

Of course, newspapers, news magazines and television news make the most money by spreading as much bad news as possible. The more terrifying the news, the more people will watch their television news or buy their papers and magazines. They make us think we have to listen to them to protect ourselves.

 

Recommendations

 

  1. Stop reading newspapers and news magazines. Just completely cut out the news in your life.

 

Instead, read an interesting book.

 

  1. Stop watching the news on television. How does it help you or anyone to know about deaths, danger and catastrophes?

 

Instead, watch an upbeat show or take a walk.

 

  1. Avoid people who like to pass on disturbing "news."

 

Instead, spend time with people who like to pass on cheerful news.

An overview of rating criteria for evaluating software RFP’s

           

You can use many different scoring schemes for rating criteria for rfp’s. Whatever you use, however, should be applied consistently across all proposals for evaluation.

 

Types of scorings

  1. Simple Yes or No scores. Quick and easy to use, but omits how important specific features or functionality are to you.
  2. Combined weighting and scoring method to indicate to what degree your rfp requirements are met by the vendor/software. Slower to do, but does take into consideration the importance of different criteria within an RFP.
  3. Scoring schemes and weighting, may be as elaborate as you require. They need to provide you with sufficient analysis/evaluation, without being too complex, confusing or take too long. Our preference is for something that is quick to use and provides the required information eg both option 1’s below - see the RFP Evaluation Template. However, ultimately the choice is yours. Just ensure you have a written justification for your chosen scoring and weighting schemes.

 

Scoring schemes include

  1. 0 to 3 range, where your requirements are: not met (0), partially met (1), fully met (2), exceeded (3). Straightforward and easy to use.
  2. -3 to +3 range, where your requirements are: not met (-3), fully met (0), exceeded (+3), with points in between. More complex, more aggressive scoring, which will separate out the software/vendor’s scores. However, confusingly, a zero score is actually a good score!
  3. 1 to 10 range, where your requirements are: not met (1) and exceeded (10), with points in between. Again, will separate out software/vendor’s scores more than with a ‘0 to 3’ range. But because of the wider range, it may be more difficult to agree a consensus scoring.
  4. Percentage of points available overall (adding up to 100) eg software functionality (0 to 50%), support and maintenance (0 to 20%), implementation assistance (0 to 15%) and price (0 to 15%).
  5. Percentage of points available for each requirement eg exceptional (100%), exceeds requirements (80%), meets minimum requirements (60%), not meeting minimum requirements (30%), unacceptable (0%), with percentages in between.

 

Weighting schemes include

  1. 1 to 3 range where an essential requirement is (3), desirable requirement (2), nice to have requirement (1).
  2. 1 to 5 range, where an essential requirement is (5), desirable requirement (3), nice to have requirement (1). Will give greater emphasis towards the essential and desirable requirements.
  3. Overall percentage weights eg 50% software functionality, 20% vendor capability and 30% price.

 

Using scores and weightings

Consensus scores, multiplied by weighting in a matrix provide an unbiased evaluation of the vendor’s proposal. Weighted scores may be summed to arrive at scores for certain functionality criteria or software modules.

Proposals ordered by total weighted scores, form a basic priority list - highest scores first. The results provide a short list of the top 2 or 3 vendors to include within the final software selection process.
